Senate Bill 28: Texas Ports
Austin, TX – Senator Brandon Creighton (R-Conroe) filed legislation in March to enable funding opportunities for Texas ports. Today, Senate Bill 28 passed out of the Texas House of Representatives.

“This is revolutionary for Texas ports,” said Senator Creighton. “Texas ports are among the best in the world and now have the capability to become more competitive.”

Senate Bill 28 passed both the Senate and House chambers unanimously. The legislation creates the Ship Channel Improvement Revolving Fund for navigation districts to secure loan projects to improve ship channels.

The legislative intent is to lay the groundwork for future projects by creating this account. There is no cost associated in creating the fund and there is no appropriation in the budget for this fund.

During the 84th Interim, Lieutenant Governor Dan Patrick appointed Senator Creighton to chair the Senate Select Committee on Texas Ports tasked to study Texas’ port assets and the economic impact of the Panama Canal expansion.

“As chair of the committee, I traveled across Texas and to the Panama Canal to study how ports interact globally and how to help Texas ports compete,” concluded Senator Creighton.

Senate Bill 28 will now be sent to the Governor for consideration.
