California concealed carry gun ruling doesn’t affect Texas

Thursday’s federal appeals court ruling in California on the concealed carry of weapons won’t immediately affect Texas, where concealed carry has been allowed with a permit since the mid-1990s and where gun owners don’t have to show good cause to obtain a permit. Texas, which expanded gun rights on Jan. 1 to let license-holders openly carry a holstered handgun, is governed by the New Orleans-based 5th U.S. Circuit Court of Appeals.

The issue, however, has led to different rulings in federal appeals courts, raising the possibility of intervention by the U.S. Supreme Court. As The Wall Street Journal reports, three other regional appeals courts have upheld good-cause requirements, while the Chicago-based 7th Circuit Court has tossed out an Illinois law that was similar to California’s.
